No special category status for Seemandhra: plan panel
The residual Andhra Pradesh, known as Seemandhra, can’t be accorded the status of special category State to provide extra Central aid under the current norms, the Planning Commission has said.
“Andhra Pradesh (Seemandhra) does not meet National Development Council criteria (for special category state),” the Commission said in its presentation to Planning Minister Inderjit Singh Rao.
Andhra Pradesh has been recently bifurcated into two States - Telangana and Andhra Pradesh. There are demands for according special category status (SCS) from States including Bihar, Rajasthan, Odisha and Jharkhand.
In case of Bihar, an inter ministerial group has said that the State is not eligible to get SCS based on existing criteria. However government is yet to take a decision on Bihar’s demand.
The Commission, however, has intimated to Rajasthan, Odisha and Jharkhand that they are eligible for getting SCS as per the criteria.

The special category privilege is reserved mostly for Hindi belt states only so that they would be subsidized by TN, Andhra and Maharashtra.
This special category nonsense was created just for the purpose of Hindi stsates sucking money out of productive non-Hindi regions.

Any special category "Status" should be strictly limited to 10 years with ABSOLUTELY no way to extend. Like KV says, the other states can be expected to help their brothers but cannot be exploited in perpetuity - as in J & K.
UP and Bihar should not be accorded special status as they have already used up resources from the rest of the country for 50+ years.
J & K should divested of its Financial special status category IMMEDIATELY.

I believe Tamil Nadu should be given special status. It used to be the whole of South India. Look what they did to it...They craved Keral, then Mysore (Karnatak), Andhra and then now Telengana. This is like Multiple and gang rape of TN... giving it Mullaiperiyar dam, Cauvery and LTTE controversies.
Special status should be given to this RESIDUAL Tamil Nadu.

1. PM MMS made the promise in Parliament.
2. The above promise was made as a reply to debate on bifurcation. In other words the govt of India promised the special category to get parliament to pass the bifurcation bill. So the trust of indian govt is on line.
3. AP was not asking bifurcation. When bifurcation took place, the revenue generating areas went to the other side. In other side this side of state was suddenly lost revenue sources due to a Central govt action. Hence the central gvot action to find ways to help AP create those revenue options in a least burden some way to the central government.
4. The new PM modi promised the same incentive for a period of 10 years.
AP deserves this incentive due to these special circumstances.
On the technical side: Planning commission did not do a report or made a recommendation. It was a power point presentation and a mere idea presentation.
NDC (political body with PM and cms) will make the call on this incentive.
Only people who oppose this incentive are those who have not educated themselves of the ground realities and anti andhra people within AP.

The planning commission that did the presentation is the created by UPA. It is gone in few days to be replaced by NDA planning commission.

AP shouldn't worry. Special category status will be granted. The real question is - is it for 5 or 10 years.

I agree. However, you might as well wait until Kayal Vizhi gets his/her separate LTTE state so that you will get the best package. Meanwhile, Jaya should stop publicizing that TN is doing better than Gujrat. Many Andhraites are skeptical about A.P getting special category status, with Bihar assembly elections around the corner and their demand for special category status (and Telangana of course), center is unsure of granting special category status to A.P. Panel's recommendation will provide them much needed shield and they've already won in A.P so it makes much sense to focus on getting to power in Bihar than helping A.P.
