This guy will be a pain in the ass when it comes to Krishna and Godhavari waters. He will make Cauvery controversy look like jijubi.

You forgot Polavaram. If it is built, the Krishna delta will benefit a lot. So, KCR tinkering with Krishna water will be neutralized.

Unfortunately for KCR, the deccan area is on a higher plateau and water can't be moved around through canals. Lift irrigation would be quite expensive as he needs a lot of electricity (mostly from AP). Moreover, he would be stuck with fighting Karnataka and Maharashtra.

He might bark a lot but a barking dog does so because it doesn't have a big bite.
