AP govt under YSR  unleashed police on suspected muslims.  YSR govt. tried to substitute good police work with brutal fear tactics on the minority community. Few got arrested and  political gains were made by claiming terrorists were caught soon.  Now we know that the police, who were caught unawares and followed a casual anti terrorist attitude, cannot also do decent democratic criminal investigations. It is now well publicized that the arrested were innocent muslim youth and many of muslim community were arrested and harassed. 

Good intelligence work and good police work are foundations of anti terrorism.  

Chinese torture techniques may not work in India.
