The open secret of Offshore Model in IT

I am sharing with you all, because I believe its ethical.
I have family members working in high executive posts in these Indian IT companies.
Their version - "We consciously hire cheap, incompetent workforce to work on US accounts. It increases our profit margin. If we were to hire people who could do the job efficiently, we'd have to pay more, and not have a longer term profit."

If they hire smart ppl they would leave soon. If they hire mediocre ppl they will stay longer and bill the client for more hours since they would continue to stay in a project.

True... and the mediocre they hired long time ago... stayed. Now those mediocre are at the top... and in turn hiring other mediocre. The chain continues...

Won't the client figure out that the offshore crew is a bunch of dimwits? Maybe the client side manager himself is on the take and willing to overlook these dumbos as a result.

I know at least 3 or 4 at the very top. I cant imagine how in the world they are in those positions. They are still just as dumb as I had known.
Education, money, position, and power - all seem to be independent of each other.
