Yes there is. Close down the for-profit Universities and the loans given to its students can easily be used to support 10 times more community colleges.

Loan given to any student is paid back by the student and his/her family.  Obama promised free education.  How can you convert the bank depositor owned money to be given out as loans to govt coffers and then get it allocated by right wing republican congress to pay for free credits to community college students ?
