.......Looks like by attacking military targets, they can claim legitimacy as "freedom fighters" while at the same time demoralizing the Indian military by defending themselves. This can take the pressure off the Paki military and in times of an actual war, this will become a two-prong battle for India.

If true, this approach will backfire when India decides on tit-for-tat methods. PakiSatan is more fragmented than people realize - Punjabis are hated by Sindhis, Balochis and Pathans hate Sindhis and Punjabis..... If India is serious, it can dismantle PakiSatan by making them fight with each other. It is also in India's interest to arm Afghanistan (which they are not doing - too cautious, I would say). Iran is not a good friend of PakiSatan (Shiia vs. Sunni). So, it is not impossible make life very difficult for Pakis. Unfortunately, India thinks it is weaker than it really is. Even Nepal can poke a finger at India. Sixty years of self-deprecation and CONartistry are mostly responsible for this.
