it depends on the companion/host/'inviter'- not looking sharp can easily be misconstrued as an insult; kind of projects intentional lack of regards/respect/good etiquette/culture/demeanor for the host, unless the host is kind of bohemian himself/herself.

underscore, it does not matter if the underdressed person is the inviter or the invited.

the underdresser seeks to send the well-dressed person the message that he doesn't want to make the effort to dress up for the other because he does not value the other or the occasion sufficiently. 

the decision to not dress well is essentially a result of hubris.
