All Madras HC judges should be from Tamil Nadu. SC deliberately appoints the chief judge from out of state.

Tamil should be a language of HC in addition to English. SC allows Hindi in UP and MP HC but no other state language in state HCs.

What is the purpose of linguistic states if Tamil is not a compulsory subject to all.
