If the woman is in India, it may be safe to use as it has a long enough history and doctors will be familiar.
In the US, it is not approved and not a good idea to use it. definitely not through online purchases (many might be fake or not correctly dosed as intended). It is an estrogen receptor modulator, and depends on the postponement of ovulation - thus reducing the chances[u]. If in US, better to go for non-hormonal options. IUD is very very safe. Also, better to use condoms (male and female), and there is always Plan B should something go wrong. this will be the safest option.
Saheli is not good if there is any kind of liver problems. Also, if someone takes certain antibiotics/cholestreol drugs, it might interfere with the effectiveness of Saheli.
But, I am only being a Saamiyaar, the woman should consult a OBGYN - bcz if she is on any kind of contraceptive she needs an annual check up.
