Politicians make unnecessary laws and exceptions and exemptions, thus creating a fake field called accounting which aids and abets the corruption.

How does one misses $320 million and "discovers it?" Either they hid the money and now "discovering" it or just papering the simple field of income/expense meaning addition and subtraction.

It is not unusual for budegt makers to stash money under fake names to pull it out at a later time to use for their pet projects. I do not have experience with a public budget but corporate budget have legal (reserve accounts) and under the hood (fake items) locations for storing money.

In fact popular managers are those who can anticipate and stash money away without raising questions.
