The LTTE didn't ratify the creation of PakiSatan, Sri Lanka, Bangladesh, Afghanistan, Maldives, Andhra, Telangana, Uttarakhand, Chattisgarh, Gujarat, Haryana, Himachal Pradesh, Meghaland, Manipur, Goa, Kerala, Jharkhand, Mizoram, Nagaland, Taiwan, Jordan, Israel, Sierra Leone, Togo, Eritrea, USA, Canada, Khazakistan, Uzbekistan, Georgia.......

Until butcher Prabhakaran approves these countries/states, they don't exist in the minds of piecefully minded LTTE fellows.....

What international norms? The ordinary voters are not in a position  to read and judge properly the entire Constitution and thus vote judiciously in favor of or against it. Therefore, it's always their representatives (small number -- hand-picked or elected) who are assigned the responsibility of certifying / ratifying the Constitution. Btw, can you name even one amendment to the U.S. Constitution which was voted directly or ratified by the voters themselves before its going into effect?

Ordinary voters are not reading party manifesto and judiciously vote in elections. So some "elite" individuals appoint MLAs, MPs. That is not democracy.



Different groups will present the pros and cons of constitution and people will ratify or not based on that. We surely would have explained to people the Hindi imperial nature of constitution and people would not have ratified it.



US constitution is amended by Congress and ratified by states.

Btw, there is an important example set long ago by the U.S. in dealing with people and states opposing / threatening the Constitution and Constitutional amendments through non-ratification etc. President Lincoln did everything in power to bring in line the states ruled by Jefferson Davis and Co. which otherwise would have never agreed to and ratified the 13th Amendment.
