Any one who is aware of the attitudes of Europeans towards Indians would have figured it out.
I have never heard of any other country allowing a foreigner who is accused of murder of its own citizen to leave the country.
Either the judge is extremely stupid or must have received bribes to let this happen.

let us look at it the "Indian way"
The two guys are long dead and no matter what they can't be brought back. By agreeing for a settlement, the 2 fishermen family will be richer than they can imagine, relationship with Italy improved, and Empress Empty Ji will visit them in the future and "shower" them with praise.
Now tell me - is it a good deal or not?
