The Sergeant at Arms Empty The Sergeant at Arms

I was watching #SOTU address yesterday and tried to remember where have I see this guy before

And while he was leading Obama out after #SOTU address, it struck me that the Sergeant at Arms could have been hired as Gollum by Peter Jackson.
