..it really grinds my gears when the educated middle-class indulges in self-flagellation, blaming themselves for encouraging corruption by giving in when the bribe-taker makes a demand. It's like a rape-victim holding herself equally responsible for what happened.

I like Kaushik Basu's suggestion that the law be changed to decriminalize bribe-giving (specially in the case of "harassment" bribes) and focus on punishing bribe-taking. If this happens, more people are likely to come forward with complaints that lead to successful prosecution.
