A few minutes later, a man later identified as Steric Paul Mitchell, a career criminal with a rap sheet stretching back to the late 1980s, opened the glass storm door and stood there for 30 seconds or so, seemingly oblivious to officers' orders

What is the term Indian newspapers use to describe this kind of person?.
