When someone says RIP, who's that directed to?

The dead don't seem to care what you said... once they are dead

and the living don't count RIP numbers for others, or take it to the bank.

I think the practice of saying RIP started with the funerals of those that died in wars. They lived in wartime. Now they could be at peace in death.
