I am not sure about the author's point here and what he considers as average Indian's pay. The problem with this analysis is that per-capita GDP in China is already about 3-4 four times of Indian per-capita GDP. So the conclusion that Indian primary school teachers are paid comparatively better salaries may not be correct.
