Ya rite. If you're rich, your illegally built house will get the full protection afforded by law because it was everyone else's fault but yours and it'll will most likely get regularized through some procedural sleight of hand.

If you're poor, you're illegally built house will be rubble and you'll be on the streets and it's entirely your fault.

Why the emphasis is not on authorities (including the SC) going after the builders and punishing them for the illegal construction in the first place?

The answer is political corruption. It is no different from how some corporate offices and hospitals have more floors constructed illegally against the FSI (floor space index) building codes in Chennai when Stalin was the Mayor. Wonder when SC will probe into that.
