Theoretically it's a good plan. But what would prevent black money holders to use benami foot-soldiers to convert black to white for a commission? The printing presses in Faisalabad, Pakistan may be working overtime to print and push as many jaali notes as possible (through their accomplices in India) before the March deadline.
