The problem is the top-notch Indian institutions in India (IITs and IISC) are no match for what CNR rao considers second-string schools in US - say UFL, RPI, Rutgers, UConn, Vanderbilt when it comes to research. What matters is also the number of such people doing great work.

Of course, China and even Iranians are churning out good quality papers -better than Indian papers (with few exceptions).
