how was govt funded before 1913? Empty how was govt funded before 1913?

the US did not have an income tax before 1913. so i was curious about how govt was funded before 1913 and did a google search. not sure i got my answers, but sure found some incredibly kooky people. check this discussion out for example:

We have a couple of "those types" at my work. One - a white american - never filed taxes in his life. He claims maximum withholding and lets govt take its minimum take. Never filed as he usually had almost no refund ever. He has been dragged to court several times by the IRS and had won. He would not give any great details. He is not rich at all nor does any hanky-panky business (to our knowledge). A great guy overall - so nothing suspicious.
