Yes! Any actual transfer would be an achievement.

However, at the least the efforts of the Modi led NDA government seem to be taken seriously by the Swiss banks. They are busy safeguarding themselves against prosecution.

Why is India having so many problems (including the so-called double taxation issues), as the Indian politicians seem to be claiming, in getting the overseas account info. about Indian nationals from foreign banks (in Switzerland and other countries), while the U.S. Govt. had no problems in the past in getting such info. about the Americans?
