In marked contrast to the promise of radical change raised by Narendra Modi when he became PM six months ago, there is a palpable sense that conventional power dynamics has returned after Sunday’s ministerial expansion. The prime minister’s juggling a variety of caste and regional equations is geared to consolidate and further expand the BJP’s remarkable Lok Sabha mandate. This means that he has settled for a more down-to-earth approach to politics rather than chase for a brave new world.

Various aspects of the Cabinet expansion provide evidence of pragmatism replacing the hype and zeal of the ‘minimum government, maximum governance’ of Modi’s first Cabinet. The induction of as many as 21 ministers has expanded the size of the ministerial council close to previous Cabinets.
Similar vote-bank politics has handed ministerial berths to Dalits from Punjab and Telangana, and to singer Babul Supriyo in West Bengal where the BJP hopes to emerge as a political force. More often than not, the door to the Cabinet has been opened by political circumstance rather than administrative logic.
The bizarre parallel drama unfolding in Maharashtra also tells a lot about Modi, who has had no problem of cornering the BJP’s former ally, the Shiv Sena, by using a party he had not so long ago dismissed as ‘naturally corrupt’.
Yet, it is this idea of a fundamental change that had so endeared him and his party across the country in the past year. And therein lies a paradox.

-> Modiji, first and foremost is a (con-man) politician (in the guise of a reformer). One can clearly see how he uses disasters to his advantage based on political calculations; For example, he made a big show-off by sending Innovas, luxury buses and airlifting people stranded in uttarkhand floods last year & Kashmir floods last month but completely ignores those poor women in critical condition since Chattisgarh is in BJP's back-pocket and elections are 4 years away.
