Why is Police under MLAs in India?

Perhaps, I dont understand the Indian system which calls self a democracy.

While Supreme Court is in news all the time, as an "independent Judicial" body, I do not see the distinction between "Legislative" and "Executive" bodies in India?

Is Indian way of democracy not evolved, though a copy of Brit, wherein an ordinary police inspector cannot arrest a MLA, but his top boss, an IPS officer, salutes an elected official?

Should not "implementation" be independent from "planning"? Should not India have an independent "executive branch" of govt, just like Judicial SC/HC?

Isnt there a major flaw, wherein govt suspends police for a rape in Delhi, when their own MLAs are charged of rape?

Ironic, but I shall meet my 8th grade Civics teacher next month. Please do not get personal on her.

Education is by books, is NOT same as Awareness by experience.

My civics book never taught me to pee on the wall either, or after looking at you - on internet sites either.
