so darren wilson is not culpable, but there is a mountain of evidence that the justice department has gathered that the entire ferguson PD is rotten and racist to the core. why then are you ignoring the 800 lb gorilla in the room and focusing on what seemed like a foregone conclusion well before the justice department investigation?
