Probably because one of their Patel community members (Sardar Patel) was a prominent member of Congress party and freedom fighter, which seemed to have given the false impression to caste quota founders in education and jobs in the beginning that majority of the Patels were a higher / superior caste (outside farming and other hands-on occupations) and therefore not worthy to be quota caste (as OBC etc.) in education and jobs.
