Why html? Though it is good to know html, you can create websites in wordpress pretty quick. www.wordpress.org

It is free. If you have a domain name you can create a (free) site in wordpress and point/direct it towards your domain. Even this runs on wordpress. http://www.pmindia.gov.in/en/

www.w3schools.com - it is a good site for learning basics in html, css, javascript, sql and a whole bunch of other stuff. Yes, it is free.
