its obvious why NaMo is dillydallying announcing the new UP CM: he is afraid that a new power center could emerge which may displace him from the PM post in much the same way that NaMo displaced Advani for the BJP's leadership (through a coup).

the obvious choice for UP CM is Rajnath Singh (the only mass leader from the UP BJP), but for reasons stated above NaMo is scared of Rajnath.
