Now, H-4 can work as well..

Won't matter - very few will qualify first, fewer will take up a job; even fewer will keep working after months.

Reruns of Indian TV serials on YouTube don't watch themselves! :-)

Exactly my first thought. In India, it is established now that an IT guy/gal marries only within IT clan. That means the H-4 has to give up her equally well paying job in India to move. Now these H-4s are qualified and experienced workers who can work or even transferred by Indian companies (and they dont even come under the quota).

4 H4s (two newly married) that I know in real life told me they will start looking for job now. All 4 were in great companies in India, Cognizant, WIPRO, and even a hardcore engineering Giant.

Additionally, now the dilemma of should we stay in US or go back to India will disappear. A couple will make a very hefty income - just too good to sacrifice to go back.

Now, I am curious about the reasons about why INS did this, at this time of economy and election.

Not all H4 qualify I think. Only those in the GC queue.

That means, after the three year H1B eligibility requirement passes, all the biwis will pressurize husbands to start the PRACESS.

or May be not if we go by what Richard Hed thinks...

Yes you are right...dug up a little more and found this:

Only those H4s whose H1 spouses have EADs and in their 7th year of extended H1 period. It means, the H4s will not be eligible right away. Of course what if a H1 marries someone in the 6th year? Can the H4 work after 2 years?
