Is this the state equivalent of the two houses at the national level? If so, are they allowed to do this?

The answer to your first question, yes. 
As for the second question, the prerogative of having Vidhan Parishad (State's Upper House, equivalent to Rajya Sabha nationally) seems to be with the State's authorities / leaders (with a token-approval  from the Center / President).
