This is what is scary:

More than half the people you know: According to a survey by Sakshi, an NGO active in gender issues, 74% of judges surveyed a decade ago believed that “preservation of the family” should be a principal concern for women even in the event of violence in the home. And 51% believed that women who stay with abusive husbands are “partly to blame” for their plight. Some 68% felt that “provocative attire was an invitation to rape” and 55% felt that the “moral character of the victim” was relevant.

The only sensible and credible statements came from these two:

Chhattisgarh Home Minister Nanki Ram Kanwar: “Harm can come on a person if the stars are in adverse positions … We have no answer to this, only an astrologer can predict.” (India Today)
Jitendar Chattar (leader of a Khap Panchayat): “To my understanding, consumption of fast food contributes to such incidents. Chowmein leads to hormonal imbalance evoking an urge to indulge in such acts
I suspect most Haryanvis eat Chowmein and then Lo Mein, and proceed to consult astrology.

is this guy for real?

The lawyer representing three of the men charged with the gang rape
and murder of a medical student aboard a moving bus in New Delhi has
blamed the victims for the assault, saying he has never heard of a
"respected lady" being raped in India.

Manohar Lal Sharma said his clients will plead not guilty to
all charges tomorrow when they make their next court appearance. His
comments come as Indians have reacted with outrage to the opinions of
politicians and a religious preacher who have accused westernized women
of inviting sexual assaults. Sharma said the male companion of the
murdered 23-year-old was "wholly responsible" for the incident as the
unmarried couple should not have been on the streets at night.

"Until today I have not seen a single incident or example of
rape with a respected lady," Sharma said in an interview at a cafe
outside the Supreme Court in India's capital. "Even an underworld don
would not like to touch a girl with respect."

you'll see similar numbers in the US or elsewhere, give or take a few percentile points since ppl with ignorant views are part of what makes a society. so?

The survey is bogus. Judges will not discuss these matters in any surveys of journalists. Furthermore it is not clear whether even if somehow these views were ascertained the article (by getting retired judges to participate in the survey) the article is referring to high court and Supreme Court judges or lower court judges.

>>>> This is confusing. 51% seem to at last party blame the woman for staying in an abusive relationship, yet 74% believe presumably that women need to stick it out even when there is domestic violence. On another note, the "preservation of family" bias is cultural. I wonder what the percentage will be 20 years from now, with the changing attitudes.

No confusion at all. Yes, the woman is to blame and yes, she should continue in the abusive relationship. It's her karma to suffer. No escape until Nirvana.

Read our lips: we don't need no divorces. We shall safeguard India from the destruction of marriage seen in debauched Western societies.

Finally, the iSalamic culture had spread to the Hindu psyche and the Moghul culture has fully contaminated the hindustani culture.

Medieval Hindu culture was inferior to Mughal culture when it came to treatment to women. Mughals did not believe in child marriages, nor in sati. Mughals also did not believe in humiliating widows who did not commit sati by imposing all kinds of stupid restrictions on them and prohibiting them to marry again.
