There are three Saudi Arabian schools on the list.
They must be doing very high level research there.

they hire a lot of american academics, give them excellent startup packages and pay them very well. quite a few who have a hard time getting tenure track positions in the US have been going for it for the last decade or so.

I am surprised to see only 3 Indian schools on the list, that too in low rank (#30 and lower). And what happened to IISc?

Goes to prove 2 things that I say:
1. Rankings are in the eyes of the beholder
2. China invested phenomenally in higher education since their economic revival in 1970s, while India ignored it since the 90s and dumbed them down to ordinary colleges and converted even the elite universities into common diploma production houses.

Also, Communist China embraced merit based admissions into universities and recruitment in jobs while vote-bank politics in India disregards merit in both categories. China will do well and India will shoot herself on the foot. The type of jobs that Latinos do in the US are the types Indians will be doing across the world in future. Scientists of Chinese origin in the US are setting up labs in China to increase their productivity and at the same time are improving the research atmosphere in China. I know one guy who has 35 graduate students working for him in his China lab!

Re: Asia University Ranks (top 100)
Here is the methodology:
Our 13 performance indicators are grouped into five areas:
Teaching: the learning environment (worth 30 per cent of the overall score)
Research: volume, income and reputation (worth 30 per cent)
Citations: research influence (worth 30 per cent)
Industry income: innovation (worth 2.5 per cent)
International outlook: staff, students and research (worth 7.5 per cent).
Exclusions
Institutions are excluded from the Times Higher Education Asia University Rankings if they do not teach undergraduates; if they teach only a single narrow subject; or if their research output amounted to fewer than 1,000 articles between 2006 and 2010 (200 papers a year).
IISc doesn't make it because it doesn't teach undergraduate students. And the IITs fare poorly because they fall short on research, citations, and international outlook.
