Should the people who, for personal, social and religious reasons, have large families (e.g. multiple wives and several children) and thus end up remaining poor be helped by the Govt. through quotas and privileges in education and jobs for the family / children etc.?

It seems any help from the Govt. without the recipients first agreeing to bring changes in their thinking and lifestyle (in terms of the size of family and number of children, etc.) will have little impact in their getting out of poverty.
