Here is an alternative.

Call it Indian cultural bill that will ban any religious conversion except through a legal process and wait period (that should take care of that crookery), AND ban marriage when a person is married to a spouse legally.

What is extremely important in this debate is that Arif raises the issue of racism in Muslim personal law, which places people with Arab descent as superior beings. Arif is highly respected because he was the main opposition to the Congress policy of appeasing Political Islamists with the overturning of Shah Bano judgement. 

In addition to that he basically says Muslim women do not have the same rights as Hindu women, with such perverse interpretations on triple talaq, divorce decrees etc..
We all know this is true, given that the Ulema's force muslim women to wear Burqa.

Questions were also asked about the need for Muslim men to have four wives when Muslims in Australia and US can manage with one. When Muslims in Australia and US can live without Sharia, and in India Sharia is kept aside for Criminal laws, why can't the same be done for civil laws ? Why do we even need a separate AIMPLB ? No answers to any of these.

Some folks made the idiotic argument that Parliament can't make the changes to Muslim personal law. But parliament made changes to Hindu personal law in 1955, despite stiff opposition. So even that argument was squashed.
