Could you kindly provide us with the list of luxury amenities included in that bus. I bet this is far more luxurious than any of the hotels available in the city at this time.

Try looking at the positives. He is working hard and setting an example. Last time when he was the CM, the collectors hated him (and the rumour was that they also contributed to his demise) because he made them work hard.
Just to answer your specific question, he sleeps on a bed that is slightly bigger than the 3-tier berth on a train. Read the NDTV article I cited. It has more information.

He's handled it well. Logically speaking, it's silly for a CM to pretend to be the site supervisor of a disaster recovery operation. But if he hadn't done it, he would have been accused of callous disregard for people's hardships etc. Hence the need for this drama. Full marks for PR-savviness.
Modi is very good at this too - has a good eye for optics and knows what plays well on TV. Very refreshing departure from distant, tone-deaf (and blind) politicians in the past.

So, he is trying hard to show that the whole govt apparatus is working to rebuild Vizag. He is also trying to minimize any negative impressions that investors (including some Americans and Japanese) may have. It is not easy to make Vizag (or any area in AP) an IT hub. He wants both IT and Pharma to become big in Vizag. Most AP fellows in IT and Pharma are working in Hyderabad and there is no real reason why they will move back to the coast (unless KCR becomes a maniac again and opens his foul mouth on a regular basis).

One of the reasons vizag was taken out of capital contention is because of navy objections. Even now airport development is hindered because of navy objections.
In a few years time vizag will gain momentum and move ahead. Polavaram water and new ports will help. Vizag is more like bengaluru in temperement where as vijayawada is more like Chennai.

Is it not foolish to put in extra hours when water and power are scarce?

He is not asking them to work for free. The DA for those helping in Vizag was increased as an incentive. Ok. Here is an example. when CBN was the CM of united AP, he organized district level meetings between the collectors and people on a regular basis where the people would ask questions and the collectors had to respond. If any projects that were supposed to be completed, and were not, they had to explain on the spot why that was the case. Some people asked questions on corruption by IAS officers and they had to defend themselves! Accountability! In case you don't know, Modi copied some of CBN's methods in Gujrat (and he admitted to this). Incidentally, YSR chose mostly Reddys in his cabinet, whereas, CBN didn't have Kammas as a majority in his cabinet in united AP. Cd was right. Bjp yedurruppa , then Karnataka cm, also copied from ysr on mining projects. They both worked with gali janardhan reddy. It is irrelevant that gali was arrested on charges of breaking every mining law of the land. It is also irrelevant that ysr's son Jagan reddy was implicated in some of those cases.
