Looks like a dubbed version of the Telugu movie, "Sagara Sangamam".  In the Telugu version, Jandhyala Subramanya Sastry wrote the lyrics. Kashinadhuni Viswanath directed some great movies. This happens to be one of them.

Yes, but it was made only once but dubbed into Tamil (unlike Devadas and Missamma).
