I hope whatever they end up passing helps the India-born employment-based applicants who have been waiting for 10+ years for their priority date to become current. It is not yet clear that that will be the case, because Trump's trusted advisers on this want to slash legal immigration in half. If they cut the overall number in half but maintain the preference for spouses and children of US citizens as Trump said they would, then the number available for employment-based visas won't be enough to clear the longstanding backlog.

Here is the kicker though. If you look at the waiting list statistics published by USCIS, you will see that there are 282k India-born people waiting for family-sponsored green cards, while there are 34k India-born people waiting for employer-sponsored green cards. The proposed changes will close the door on those 282k people, but may accelerate the path for the 34k people.
