and if it comes to a point when they NEED to overthrow a tyrant, first of all nothing will be 'legal' or 'illegal' in that scenario anymore, coz then people will need much bigger weapons which are currently illegal... and i mean, why would a tyrant allow common people to possess such weapons in the first place...
