#2 PERFUNCTORY --- Yes; #3 PAIR/PARE --- Yes
#10 PARIAH is correct, but I would explain it as P(initial letter of Police)+RIAH (lock=hair-rev), with A housed inside P+RIAH -- P(A)RIAH

MOON for #9; STERN for # 5; WROUGHT IRON for # 1, and EIGHTEEN for # 7 are all correct.
However, I would explain EIGHTEEN (# 7) as a homophone of ATE EEN (EEN is used for EVEN)
