It is not just NI men. This happens all over India.
I remember reading about a disgusting 'ragging' incident in TN. A girl who was in her first year of her college in Kanchipuram committed suicide. She was made to strip by a group of boys who were in the senior classes.
And there was in the news a few years ago about the death of a girl in Chennai who was harassed by a couple of 'eve teasing' thugs. The criminals hired an auto to go around the college campus and used a pump to spray some kind of a paint on the female students walking by. The poor girl gripped with fear, panicked, fell down and died of injuries to her head.

WHERE it happens MORE is not the point! Why don't people get this!? I see the same kind of irrelevant nonsensical debate on all kinds of online forums. This is just a waste of time. How about coming up a way to fix the problem instead??

here's an account of a personal experience written by b. s. keshav, at one time, a prolific poster at sulekha. he is a kannadiga architect who was raised in bangalore and has lived in india all his life, mostly in mumbai, and has travelled all over india.

I was a first year college student in 1982, when I went to Delhi with two of my classmates. Both of them were born and brought up in Delhi. There is toss up whether Delhi has more residents dead or alive, looking at the number of tombs there. It has so many treasures for an Architecture student. We had a whale of a time in that necropolis, barring one incident.
Once, while travelling in a DTC bus, I had moved ahead in the aisle, with my friends behind me. Just in front of me was a schoolgirl, dressed in uniform. She must have been fourteen or fifteen at the most. A youth came up the aisle, pushing and shoving his way through, till he stood between the girl and me. He was approximately twenty-on or two, had a stringy beard and was quite big.
What happened next makes my skin crawl even today. The bastard started feeling up the girl and made no attempt to conceal what he was doing. What was worse was that nobody in that damn bus did anything about it, not even the girl. She just stood mute, looking forward. It took a minute for me to react. I shouted and caught the guy by the scruff of his neck. He was slightly bigger than me, but nothing mattered at that moment, I just wanted to pulverize him.
Suddenly, my friends acted. Instead of joining me in thrashing the scoundrel, they pulled me off him and forced me to jump off the running bus with them. As the bus moved ahead, they pushed me to run in the opposite direction with them. After some twisting and turning, in and out of small by-lanes in the Chandni Chowk area, we paused near the Jama Masjid, winded. I was livid.
“Now tell me, it was that guy who was molesting the girl, so why the hell are we running?” I demanded
The duo looked at each other silently. Then one of them spoke.
“Look buddy, this is Delhi, not Bombay. Things work differently here. That youth in the bus was a Delhi University student. Those guys are dangerous. You don’t mess with them. Period”
“But the girl…” I protested
“Forget the girl. Did she object? Did she ask you for help?”
“Actually no….”
“I am telling you again, things work differently here. She knows that something like this could happen, when she leaves home every day. She still does it. Its her funeral. Forget it. Let’s do something else. Want to see the Son-et- lumière show at the Red Fort? It’s near here,” he said, changing the topic.

There are a lot of such stuff that happens in many villages of TN. One guy told me that many boys in the villages pester girls for sex. Some parents send their daughters away to their relatives in cities to protect them.

You got news, Jerry! It happens e'where, including the public transportation vehicles in Chennai. Let the ones who are claiming that such things happen only in Delhi send their daughters unescorted in Chennai city buses and metros and have them give the report.
As the heroine in the tamil movie Anniyan says, 'We women are used to molestation. This is the price we paying in exchange for a middle class urban life".

It is a question of degree. Women feel more empowered in Chennai, not as much as in Mumbai, but definitely better than in Delhi.*

Women's empowerment or male attitude...delhi is def'ly less safer than mumbai or chennai just like NY is less safer than atlanta or austin. But that doesn't mean crime is limited only to NY and other cities are safe havens and immune to it. It's like the georgians saying 'we southerners are saints. ye yankees are crooks'. I don't even understand why the petty discussions about delhi vs chennai or north indians vs south indians have to come up even at this time.
