the failure of obamacare is due to indians

Obamacare - ACA act - came into effect on Oct 1. So did the web site of fed govt. Associated with it.
After nearly two weeks the general consensus, including wapo, Npr, huffpost, is that web site is not working well. Crashing too often or inaccessible most of the time.
Background: unlike most insurance sites this site requires extensive personal income detail to allow the User to find proper subsidies. The site also communicates with many other fed sites that were built long time back. Many more States than originally expected dumped their work on feds. So the site has more work and more load.
Original contract was for $88 million awarded to cgi, a Canadian firm that has role in establishing Canadian health system. Then cogitated awarded the contract to some Maryland firm to create the fed health hub.final cost is over $600 million.
Comments in major news media: none of the news items mentioned any Indian connection but 9 out 10 comments assert that fed website failures are due to Indian software code failures.
Is there any truth in above comments? Or can we dismiss them as disgruntled or tea party type xenophobic comments?
On another note, why did obama admin fail on such a visible project?
In a way all this shutdown drama pushed the website problems to the background.
