Hmm. That is what Wikipedia says as well:

On, 24 February 2012, Prime Minister Manmohan Singh blamed American and Scandivanian NGOs for fuelling protests at the power plant. News agencies reported that three of the NGOs had used foreign funds received for social and religious purposes to fuel the protests, violating foreign exchange regulatory rules.[35] The PM also blamed these NGOs for opposing genetically modified foods and the use of biotechnology to increase food production in the country.[36]
