Yes, SOME laws changed due to the 1972 rape. In fact, this has also helped the attackers bcz it enables the victims to get back to normal life without too much damage to their names. The Slooooooooooooow judiciary system makes the victims "forget and move on" and the "attackers" to keep doing the same.
In short and in balance not much has changed when it comes to rape.

If there is a perfect example for the saying "justice delayed is justice denied" it is the rape and the rape victims.

Even though it is a beautifully written piece , I think it has become fashionable to target India in recent times .
It's not easy to target China because it is a closed society and it's govt will not allow it's image to be sullied by such investigative journalism .
It's not easy to target islamic nations because muslims will raise a hue and cry of ' communalism ' .
It's not easy to target africa because that would be construed as racist .
So India is the best target---an open democratic society where the majority population ( hindus ) are pacifist and don't mind being presented to the world as backward , intolerant and barbaric .
