He compares Khobargade with other diplomatic wrongdoers (the label is "human traffikers"). He quotes those other cases, but in those cases the diplomats who were women (like the Taiwanese lady) were not stripped and/or  cavity searched (at least no such reports came out in Washington Post and New York Times).
