Vote bank politics is a specialty of the Democrats in the US too. When it comes to Black or Hispanic votes, Democrats like to pretend that they all vote alike.

But, unlike the political parties in India wooing votes in elections through caste or religion based privileges / entitlements / reservations / quotas in education and jobs, the Democratic party in the US doesn't have or promise anything in elections based on Americans' color or language to win votes.

my understanding is that welfare, food stamps, Medicaid, rent control and few other similar schemes are called entitlements in usa political discourse. democratic party is seen as proposer , protector of these entitlements. Republicans claim that dems use these subsidy politics to lure and control voting of minority group. race and ethnic origin play a significant role in these discussions.
usa situation and Indian situation are not the same but few parallels exist.
Indian think tanks learn from American experience to use them in Indian elections.

TBT-ji, these entitlements in the US (e.g. welfare, food stamps, Medicaid, rent control and few other similar schemes) are based on the economic condition (poverty) of people. They cannot be considered to have anything similar to the privileges, quotas and reservations in India which are decided purely on the basis of caste or religion, no matter how well-to-do / rich the quota recipient / designate.

affirmative action is another example.
class and caste(or ethnic group).are a complex mosaic. many policies were.designed to help a group without using explicit name of the group. few others benefit but that was.not the primary purpose of those laws.
