Probably the same reason the judges in some places in India are seen wearing wigs and dark coats.

i think all judges in india wear black coats. that may be because the courts want to continue a long, british, legal tradition. the japanese were not colonized by the british, and to my knowledge, not by any other western power - indeed, the japanese were the colonizers - so i don't see any reason for their tailcoats.

could it be a post-world war II custom?
