She could have said it in one sentence: follow the US undergraduate model of education.

P.S. this is a 2012 article and the experiment by DU's Dinesh Singh - while much wanted - was folded back in 2014. Whatever she says is correct but it requires at least 4 years (in US most students end up taking 5 years). Indians want a 10 x 8 diploma at the fastest time, with the minimum effort and lowest cost. Nothing more.
