The desalination plants can only augment for a huge country like India. With less than 10 million (size of a City), Israel can easily achieve it - but not India.

What is important is to regulate/meter the ground water used by residents, corporations, and governments - IMMEDIATELY.  Then Swatch Bharat whatever..plan - like movement for Bharat Pani program should be initiated on a war footing. With seasonal uncertainty and Chinku water stealing, India should take care of this soon.

CBN started water management programs when he was the CM of united AP. He wanted to plan ways to conserve as much of rain water as possible through different schemes. Just as his programs were being implemented he was voted out (through YSR's "give away" programs). He is again talking about water conservation. Hopefully, the IAS guys will cooperate with him. Last time, they ganged up against him because he made them accountable.

In India Chennai has been pioneer in water harvesting thanks to a woman IAS officer (can't recall her name ...and too lazy to google).

Shanta Nair started her work in Madras in 2001. CBN started his water management scheme in late 1990's. He also started making Hyderabad (and the state) green. Another program he started was to remove middlemen between farmers and the markets by organizing farmer's markets. Some of his programs were copied by Modi when he was the CM in Gujrat.

reminds me of the Harvesting rule. The coimbatore corporation put a rule at the same time and the each house had to pay Rs 600 and the corporation dudes would come and dig a 3 x 3 x 4 feet trench and cover it with stone slabs and the roof water would drain into that pit.

In our house, we had a rain water tank. We converted that into one. We used to get ground water at 120 feet and it was bitter to the nth power. After the rain water harvest - which most people cursed - the water level came upto 80 feet and the water was quite ok - except to drink.

We installed a borewell in 2010 for 25K. and the water problem disappeared at our home in CBE.

Thanks to JJ who let Nair start this program.
