Max,

You pay allegiance to Indian gov. Why don't you ask it to contribute some money. It has not contributed one cent to it.

Indian gov funds Hindi chairs in over 20 countries. Also provides scholarships for Hindi students abroad. Constructed an International Hindi Centre in Mauritius.
