I think India should do to rape what America did to smoking -- constant bombardment of its health effects, advertising that smoking is really not cool (this is your brain on cigarettes), drag the tobacco companies to court on incessant civil litigation, teach kids from the elementary school level how bad smoking is, encouraging public buildings to go smokeless, having tobacco companies pay for the ads on health effects of smoking, etc., etc. Not the exact same type of blitz will apply, but a blitz would bring about a change nonetheless. Som,ething will stick over the long haul. If the laws are not strictly enforced due to corruption, the only recourse is prevention.
